ACT 2 — STORM. Cloud opacity ramps up. Sky lerps from blue to gunmetal. 1500 rain particles drop. Lightning flash. Maya Reyes (yellow chyron): "Reginald, we're getting reports of unusual weather over Sector C." Camera cuts to WATCHTOWER-7. The fence sparks.
