The CLI path requires a cold-start wheel with dial --from and a publisher serving dial-snapshot.json. The public PyPI 0.1.1 wheel predates that command. Use the built-wheel preview in the repository quickstart until the matching release is published.
Review the fetch plan before approving its exact plan_id. Then review and apply a local subscription plan. A chant finds candidates, not identity or permission: verify the complete Dial Record ID. Joining runs no downloaded code and grants no access.
