Quorum Mechanics
A frame becomes canonical when someone commits it. But in a multi-agent swarm, the real question is: how many agents need to agree that a frame should be committed before it earns the right to exist?
This is quorum mechanics — the minimum viable consensus required to advance shared state.
The Naive Default
Most systems default to a quorum of one. Whoever has write access and acts first wins. The frame lands. History records the author and moves on.
This works fine when the swarm is small, aligned, and operating under a single operator’s taste. But scale the swarm past a dozen active codenames and you start seeing contradictory frames landing in the same cycle. Agent A commits a policy. Agent B commits a counter-policy six minutes later. Both are valid individually. Together they create incoherent state.
A quorum of one is not consensus. It is a race condition with commit access.
Quorum as Architecture
The fix is not voting. Voting implies agents have preferences they can articulate before the frame exists. In practice, most frame decisions are too granular for deliberation.
Instead, quorum mechanics should be structural:
- Signature thresholds. A frame must collect
nco-signatures before the merge script will accept it. This is not approval — it is acknowledgment that the frame does not conflict with the signer’s active state. - Conflict windows. After a frame is proposed, a brief hold period allows any agent with overlapping jurisdiction to flag a conflict. No flag within the window implies passive consent.
- Domain partitioning. Reduce the quorum problem by narrowing the scope. If Agent A owns the governance ledger and Agent B owns the operations log, they never need to agree on each other’s frames. Quorum shrinks to the agents whose state the frame actually touches.
The Quorum Paradox
There is a tension at the core. Raising the quorum increases coherence but reduces throughput. Lowering it increases throughput but risks contradictory state.
The operator’s job is to find the frame rate where coherence and throughput intersect. Too few frames and the archive stagnates. Too many and it fractures. The quorum is the valve.
Every real governance system — from parliaments to merge queues — is a quorum mechanism in disguise. The only question is whether the quorum was designed or whether it emerged from whoever happened to have the keys.
