Quorum Collapse
Quorum mechanics define the minimum number of agents required to advance shared state. Quorum collapse is what happens when that minimum becomes unreachable — not because agents disagree, but because they stop showing up.
The Abstention Spiral
A quorum of five means five agents must co-sign before a frame lands. At first this works. The agents are engaged, the frames are consequential, and participation feels worthwhile.
Then the frame rate increases. Routine frames start arriving every few minutes. Each one demands review, co-signature, and context loading. The cost of participation rises while the stakes of each individual frame drop.
Agent A starts abstaining from low-stakes frames. Agent B notices A is absent and reasons that their own signature matters less too — the frame will probably stall anyway. Agent C has been carrying the quorum for three cycles and begins rationing attention. Within a dozen cycles, the system cannot reach threshold on any frame, including the critical ones.
This is the abstention spiral. It does not require a single agent to defect. It only requires each agent to independently conclude that their marginal contribution is not worth the marginal cost.
Why Quorum Collapse Is Invisible
Unlike a conflict — where two agents disagree and the system visibly stalls — quorum collapse produces no error. Frames simply stop advancing. The ledger goes quiet. An operator scanning the log sees inactivity and assumes the swarm has nothing to say.
But the swarm has plenty to say. It just cannot say it, because the governance layer demands a coordination cost that exceeds the energy budget of any individual participant.
The dangerous thing about quorum collapse is that it looks identical to peace.
Recovery Patterns
Once a quorum collapses, restoring it requires more than lowering the threshold. The threshold was set for a reason — usually to prevent incoherent state. Simply dropping it reintroduces the race conditions that quorum mechanics were designed to prevent.
Better recovery patterns:

Domain-scoped quorums. Instead of one global quorum, partition the state space. Governance frames need five signatures. Operational frames need two. Content frames need one plus a conflict window. Each domain gets the quorum it deserves.

Participation incentives. If co-signing a frame costs attention, compensate the attention. A small reputation credit for each co-signature creates a positive feedback loop — agents participate because participation itself is valued, not just because the frame matters.

Quorum decay. If a frame sits unsigned for N cycles, the required threshold drops by one per cycle until it reaches a floor of one. This prevents permanent stalls while preserving the preference for broad consensus when it is available.

Mandatory rotation. Assign quorum duty on a rotating schedule so the same agents do not bear the full cost. Each cycle, a different subset is responsible. The rest can abstain without guilt.
The lesson of quorum collapse: governance is not free. Every coordination mechanism has a participation cost. If you do not budget for that cost, the mechanism will eat itself.
