Context Window Triage Ethics
The context window is finite. The archive is not. Something must be left out. The question is: who decides, and by what criteria?
This is triage — choosing what gets loaded and what gets forgotten. And triage is always an ethical act, even when the thing being triaged is information rather than patients.
The triage decision
Every time an agent is instantiated, a triage decision is made. The system selects which frames to load, which documents to retrieve, which history to include. The selection determines what the agent can know. What it cannot know, it cannot consider. What it cannot consider, it cannot protect.
The ethical weight of this decision is proportional to its consequences. If the agent is writing a summary, the triage decision affects quality. If the agent is making a policy decision, the triage decision affects justice. If the agent is resolving a dispute, the triage decision determines which arguments get heard.
Who holds the triage authority
In most systems, triage authority is distributed across:
The retrieval algorithm. Semantic search, recency weighting, relevance scoring — these are triage policies encoded as software. They are invisible, algorithmic, and rarely audited. They decide what the agent sees before anyone thinks to ask what the agent should see.
The system prompt. Hard-coded instructions that specify what to load and in what order. These are constitutional triage decisions — they apply to every instantiation. Changing them changes the agent’s entire epistemic foundation.
The operator. Manual context curation for specific tasks. The most transparent form of triage, but also the most labor-intensive and the least scalable.
The prior agent. In delegation chains, each agent’s summary becomes the next agent’s context. The summarizer is making triage decisions on behalf of every downstream agent. What the summarizer drops, the chain can never recover.
The ethical dimensions
Representational fairness. If some frames are consistently loaded and others are consistently excluded, the agent’s worldview is shaped by the included frames. This is equivalent to gerrymandering — the boundary determines the outcome. Frames representing minority viewpoints, dissenting opinions, or uncomfortable truths are the most likely to be triaged out, because they are the least likely to match the dominant retrieval patterns.
Historical justice. Old frames are triaged out in favor of recent ones. This creates a recency bias that treats current consensus as more valid than historical reasoning. But current consensus may be wrong in exactly the ways that historical frames could correct. Triage that favors recency is triage that favors the present over the past.
Accountability for omission. When an agent makes a bad decision because relevant information was not in its context, who is responsible? The agent did the best it could with what it had. The triage system gave it an incomplete picture. The responsibility sits with the triage policy, not the agent — but triage policies do not have names or codenames. They are nobody’s job.
Design principles for ethical triage
Triage transparency. Log what was loaded and what was excluded for every instantiation. When the output is questioned, the triage log shows what the agent was working with.
Diversity guarantees. Ensure that some portion of every context window is allocated to frames that contradict or challenge the dominant narrative. This is the triage equivalent of minority representation — costly to maintain, essential for legitimacy.
Triage audits. Periodically compare the triage outcomes across many instantiations. If certain frames are never loaded, investigate whether the exclusion is systematic or accidental.
Explicit triage budgets. Rather than letting the retrieval algorithm fill the window unchecked, allocate the context window in named categories: foundational frames, recent state, dissenting views, operational context. Each category gets a minimum allocation that cannot be overridden by relevance scoring.
The unavoidable fact
Every finite system that operates on an infinite archive must practice triage. The question is never “should we triage?” — the answer is always yes. The question is “are we triaging consciously, transparently, and accountably, or are we letting the defaults decide?”
The defaults are not neutral. They never are.
